口岸突发公共卫生事件应急处置能力事关人民的生命健康安全、社会的安全稳定。当下,海关口岸突发公共卫生事件应急处置能力建设中,在主体组织、支撑保障、多元共治等能力方面需要多方联动高效开展应急处置。提升口岸公共卫生事件应急处置能力,需要从完善制度机制、建设人才队伍、加强监测预警等方面强化组织建设。文章从完善基础设施设备配备、推进智慧化建设、健全物资保障等方面强化开展分析,探讨构建多元协同机制、调动社会积极性、加大信息共享等方面,提升口岸公共卫生能力建设,为统筹做好口岸突发公共卫生事件应急处置提供技术支持。
Abstract:The emergency response capability for public health incidents at ports is crucial to human life and health safety as well as social security and stability. Currently,in the construction of emergency response capabilities for public health incidents at ports,customs authorities have weak links in capabilities such as main organization,support guarantee,and multi-stakeholder governance,which are not conducive to the efficient implementation of emergency responses. Resilient governance provides a new approach for capability enhancement. To enhance the resilience of emergency response capabilities for public health incidents at ports,it is necessary to strengthen organizational resilience by improving institutional mechanisms,building talent teams,and enhancing monitoring and early warning;strengthen support resilience by improving the allocation of infrastructure and equipment,promoting intelligent construction,and improving material support;and strengthen social resilience by constructing multistakeholder collaboration mechanisms,mobilizing social enthusiasm,and increasing information sharing,which can better respond to comprehensively enhance the “peace-emergency transition” capability and make overall arrangements for emergency response to public health incidents at ports.
